Why does GoW always need to download to begin?
I play on a Moto E phone. (Cheapy Republic wireless user here)
What you were expecting to happen, and what actually happened?
Gems of War always seems to need to load every other time I start the game.
What are the steps to make it happen again?
Exit the game, restart it.

My iPhone4 does this all of the time. Usually because I’m “low” on memory and the phone had to “clear the cache” (or at least GoW’s data) when I opened other apps. So you should check how much free memory you have to start.
Are you using an booster program like Cleanmaster or 360 Security? If so, using those apps will clear cached file, causing the client to re-download assets.
my guild member just yesterday said to have the same issue as OP
any suggestions how to help them? it seems he didnt have the issue before
