War & Peace didn't damage opponent on top with special attack

Here’s a video of the bug. My hero has the “War & Peace” weapon. When using its special ability, while Entangled, it didn’t damage the opponent on top (a Dryad), but the other opponents were hit.

This is the first time have encountered this bug.
