Well you are right, he is, but he is also fairly comparable, being an epic troop with split damage and the same manacost as Rowanne.
I could have gone with any of the Imps aswell, even though they are legendary. Rowanne’s damage is just a tad lower when her armor is almost fully depleted, and with untouched armor easily over double that of any of the Imps damage. Not even taking any armor buff strategies into account.
