What you were expecting to happen, and what actually happened:
Mana potion was “frozen” in place. I was unable to use any spells. When I matched gems, the potion finally activated and the match continued.
How often does this happen? When did it begin happening?
This is the first time I’ve noticed this.
Steps to make it happen again
Rok’gar is the one who created the mana potion, but I’m not sure what else contributed.
I had that happen a few times a few weeks ago too - IF there was a match on the board - I could continue the battle, but if the freeze resulted in no other matches on the board - all I could do was restart the game.
I don’t have video, tho, just 2 screenshots. And from what I can see from the video above - it was the same PvP restriction region 
Interesting. I suspect it has something to do with the fact that rok’gar converts blue gems to skulls at the same time that it makes mana potions. In all of the examples above, the “frozen” mana potions are on top of non-brown gems. Presumably the other matches happening at the same time causes the game to freeze up.
