Have they confirmed that’s how it works? Not being argumentative, I just don’t remember seeing it, but I easily could have missed it.

Well, it kinda has to work like that. Scratch that, there is a way to do it differently but I can’t think of any reason a game would choose to do it that way. (It would be terrible.)
To answer your question, there has been (to my knowledge) no official word. But its a bit like also saying there is no official word that the sun will always rise in the east.
