Am I just deeply unlucky or have the verse dropping gnomes gotten increasingly rarer in the last several months?

I haven’t played explore enough to be able to tell. 
Semeed okay this weekend.
I experience the same thing with pet gnomes, though, so may be a “wave of unlucky”. It usually gets better again at some point.

You are probably unlucky. When everything is random, you can go through extremely unlucky as well as lucky phases.
I haven’t got the blue verse these past two paloozas, I may be in that unlucky pool also. I do a fair bit of explore and thought it was just me- I also think the Epic vault rewards need a buff-the pay out is far worse
