Can you now pull a power orb in events or is it only confined to a chance to pull one in the shrine?
Anywhere a major orb is available, including events.
I was rewarded with a Power Orb in the last Bounty Event
And I got one from pet mastery reward.

In my three years of playing I didn’t even know it’s possible to get one from a major chaos orb much less even get one. That’s how crappy my luck is.
They have only been available in the major chaos orbs for about 2 months now. Before then you could only get them by crafting or taking the top spot on a reward leader board.
