What you were expecting to happen, and what actually happened:
These are images of my Hoard Level Stats for Indraijit’s Palace before and after I leveled Pridelands to 17. This does not look like a 25% increase to hoard stats. Am I misunderstanding what you mean by +25%?
How often does this happen? When did it begin happening?
This is only the second kingdom I have leveled to 17. I did not check the hoard stats of the other one when I leveled it.

I’m not sure if I’m understanding correctly, but it appears the +25% is applied to your base skill - in which case, it does look correct.

I assume you had 50% bonus before upgrading?
Let’s look at, for example, your magic. Before it is 9 from hoard level + 4 from 50% bonus; after it is 9 from hoard level + 6 from 75% bonus.
Seems to be working as expected.
