More demotion than promotion spots in top leagues. What will that mean?

Let’s ignore for a moment the wacky ranking system, that is currently taking place, and the fact, that inactive players fall out of the bill, and just focus on what we see:
Every week, five players per ladder move from topaz to ruby. Every week, seven players per ladder move from ruby to topaz.
Every week, three players per ladder move from ruby to diamond. It is to be assumed, that each ladder of that one will have seven demotion spots as well.

Could someone, whose brain is already working properly on a monday morning, try to paint the picture in the long run? I am not sure, if this will even out things in a pyramidic pattern, with a stable smaller amount of higher leagues on top of a larger amount of lower ones, or if it will keep draining the highest leagues indefinitely until there is only one left.

I hope someone has an idea how to solve this long-term, because it looks like we are gravitating towards having one diamond league bubble, where the top 30 global LB players will compete for that top 3 spots in that one and only diamond bubble, which will be the same as the global LB. Which is… silly, to say the least.

Easy. Let’s say, that last 7/30 of top league will demote to second league, while best 3/30 of second league will promote to top league. So long as size of top league compared to second league equals 3:7, the league size will be stable. For example, if size of top league is 300 players and size of second league being 700, each week will demote and promote 70 players, so size remains stable.
