As an aside, I think all “restore life” effects skulls be changed to “gain or give life”.

Almost all, I’d say.
There’s a difference between ‘heal X life’ and ‘heal all life’.
The former, like the Dryad, and Celestasia used to be, are generally pants - and agree, they should become ‘give life’ instead.
The latter, like Emperina and Abhorath, work differently, and can be very powerful - fully healing can (literally) be a life-saver.
Yes, restore to full would be a good exclusion.
