Is "Starting Mana" Supposed to Stack?

A couple of weeks ago a got a Medal of Anu (20% starting mana) from a shop pack. That works just fine. Now, more recently, I got my Warlord class to level 70 and selected the Inspiration talent (15% starting mana). I figured the starting mana would stack and be 35%, but it’s still 20%. Is this a bug or is it working as intended?

Intended.
If there are multiple options for starting mana available the one that gives you the most gets activated (medal of Anu, in this particular case) and others are ignored.

If starting Mana traits stacked, then basically any Troop with “Fast” (50% starting Mana) might would be paired with a Legendary trait also providing 50% starting Mana, resulting in that Troop being able to cast on turn 1 (normally only available via “Empowered” trait). Hypothetical examples:

Not alleging these would suddenly become OP or anything, just observing that they would exist
  • Captain Macaw (Rogue) + Wayfinder, etc
  • Essencia (Dragon) + Dragonian Monk, etc
  • Geomancer (class) (Construct) + Stone Viper, etc
  • Holy St. Astra (Human) + Sacrificial Priest, etc
  • King Avelorn (Elf) + Archer (class), etc
  • King Minos / Shaman (class) (Tauros) + Gorgon, etc
  • King Oberon (Fey) + Freya, etc
  • King Silenus (Wildfolk) + Bunni’Nog, etc
  • Mechanist (class) (Mech) + Mechamare, etc
  • Sir Quentin Hadley (Knight) + Rakshanin, etc
  • The Ghost Queen (Undead) + Negasus, etc
  • Triton (Merfolk) + Mershark, etc
  • Urskula (Urska) + Crimson Arrow, etc

These also don’t stack, unlike the other medals. So, if you get 2 or 3 medals, you’d expect to have 40% or 60% starting mana, but you don’t, you still just get 20%.
