It sure seems like it (I mean, gems matching, cascading and other effects). It was pretty significant for me in TH, at least.

That’s weird cause I was about to ask the same… only it feels slower to me.
Another thing that’s faster for me is collecting tributes
The game is faster in certain areas as both side’s trait that trigger at the start go off at the same time.

I’ve just noticed that as well. =)
Playing on a iPhone 6s Plus I have definitely noticed a speed up in areas outside of battle (I haven’t noticed any change in battles however); such as collecting rewards (not the collect all button though that is a welcome UI enhancement), navigating to different screens and menus, etc.
