I disagree, but not by much. The teams were clearly designed around a theme (as shown by the hints for each tier), the problem is how they don’t scale equally for higher cpu levels. Hellcrag’s trial team, for example, is four Constructs including Craghound and Chalcedony which is so obviously broken that the cpu level barely even matters.
