What you were expecting to happen, and what actually happened:
Previously played Chaos of Crows with medal equipped from purchasing Tier III. When I logged on today to play, I collected event rewards yet Badge of Shadows did not evolve. Both Medal and Badge of Shadows are locked.
How often does this happen? When did it begin happening?
Once off issue that began today. Have restarted game multiple times.
Steps to make it happen again
I have tried to equip medals both from starting world event without medals equipped, and trying to equip medals before starting world event. Medals remain locked.
