If you mean war as an activity, and not as an anthropomorphic personification, then yes. Otherwise, no.
I think the OP is on to something! That must be why I never see War on anyone’s teams - he’s too busy counting gems and possibly swimming in them like Scrooge McDuck. Certainly not because it’s really hard to design a team around him…
