What you were expecting to happen, and what actually happened?
Used to be that every level I would be able to upgrade gem mastery. Ive gained like ten levels with no option to increase any gem Mastery.
What are the steps to make it happen again?

Don’t have any screenshots as the Gem Mastery upgrade screen never appears
Actually it might be more closer to 20 levels. I think that it might have started after I reach level 1000. You might have to search my stats to make sure
You don’t gain mastery anymore after reaching 1000, sadly. It was said months ago that the cap would be raised to 1500, but it never happened. 
We all suffer from uneven masteries. Enjoy your extra stuff you get in the mail now, though, and congrats on reaching level 1000+!
Console players still gain mastery after level 1000…
Why do console players have that advantage? Do they pay or something?
What is your gem mastery percentage? Is it over 63%?
64%, all but one.
I forget the exact cut off, but 441 gives 64% but 432 gives 63%. There was a time a year ago console % topped at around 75%.
All are 59% except for green which is 60%. Been that way for what seems like ages now
