Guild Roster Bug - only 29 players but shows 30/30

What you were expecting to happen, and what actually happened?

I was expecting to be able to invite a new player into our guild since we only have 29 seats filled but the game is showing that we have 30/30 (but counting the roster confirms we only have 29).

What are the steps to make it happen again?
Unsure. Our roster showed the correct 29/30 last night but this morning a ghost joined our guild apparently.
