This is only happening in Raid boss mini-game,when you have lost a troop,and the enemy dust devil casts.

It’s actually not a completely unknown thing. Ever since the UI update anything that involves troops moving around, from attacking to Submerge to things like Dust Devil, can be subject to this. It’s very frustrating and has persisted through at least two major updates.
Also happening on PS4 by the way
