What you were expecting to happen, and what actually happened?
I expected wulfgarok to devour something after killing a target. Target was Drake Rider. It spawned a drake, maybe thats why the game didnt think it killed something. There were no devour immune things on the team.
What are the steps to make it happen again?

Wulf killed your Drakerider, but the Drake didn’t exist until after Wulf’s Spell had ended. That’s why the Drake wasn’t devoured. It’s not a bug; it’s the way spell steps are processed.
I had the wulfgarok and the enemy team had 4 units. I killed the drake rider with wulfgarok’s spell and the enemy still had 4 units. Nothing was devoured.
My mistake. Obviously I misunderstood your description of the problem. For some reason, I was under the impression the Drakerider was the last enemy troop.
