Hi, In Arena, a Baby Dragon summoned a lv 19 Legendary dragon, which break the battle right away, since all other troop are lv15 and under legendary level.
Don’t know if it is bug or not.

It’s not a bug. This can happen with any summoning-type troop. Baby Dragon’s spell is that it can turn into any other dragon, so yes, even in the arena it can become a legendary or mythic dragon.

It’s true this is normal situation, Baby Dragon works the same as Dragon Fire or Urskayan Crowl 
Ideally in these cases, the summoned troop would be level 15 the same as everything else in play…
