What you were expecting to happen, and what actually happened:
With the change in Hero / game progression, the min. level to join a guild is now 20. It still shows as 1.
How often does this happen? When did it begin happening?
I believe this has not been updated along with the changes implemented in 6.2
Steps to make it happen again
Look at any guild which had previously set their min. level to 1.
