maybe it is no bug, but new dragons are only dragon, not dragon/boss, is that intended?

I mean that would make them stronger.
Sirrian in sneak peek and also in official news:
Cosmic Dragons will only be encountered in Soulforge for now, but will appear as potential battles for Dungeons and Underspire in a future update.
why not making them bosses right now? makes no sense
