What you were expecting to happen, and what actually happened:
Resources are supposed to be offered to improve the kingdom. In this case book of deeds should be offered instead of event keys. Event keys do absolutely nothing to raise kingdom level in this case.
How often does this happen? When did it begin happening?
Originally reported in 2021. A fix for it was announced in 2023 but it didn’t work. Seemingly since then y’all just gave up on trying to fix it. Steps to make it happen again

From Patch notes for 6.5 Dragon’s Path
We have made some improvements to the Kingdom Dailys so that it will try to give players more offers better targeted for the Kingdom Power Level Tasks. We will continue to make further improvements in the future.
We have also added some new offers to help fill in gaps that were not being offered previously. Some of these include:
Forge Scroll Offer
Epic Medal Offer
(This is similar to the Epic Medal offer that VIP players have been able to get but the price is different).
Legendary Medal Offer
(This is similar to the Legendary Medal offer that VIP players have been able to get but the >price is different).
Mythic Medal Offer
These changes will be released over the next week.

And we’ve never received an update on the status quo, despite asking multiple times.
I’m curious, is there any specific reason to treat us players like something that must be avoided at all cost? As much as I’m aware, basic communication still doesn’t transfer any terminal diseases. I’m not sure what message intentionally ignoring us is supposed to send, especially when it’s about incorrect announcements. I keep hearing “shut up and give us your money”.

This is a feature request - not a bug report.
We currently have no plans to add Books of Deeds to the Kingdom Helper Offers, so instead you will be shown a different offer and as you have already completed the other 2 power level tasks for Ghulvania, the Kingdom offer will not be relevant because there is nothing as relevant in the offers other than books of deeds or Gold to give you.
I will remake a request to include Books of Deeds in the Kingdom Helper Offers.
But this is not a bug and we can’t reply every time this comes up, because we’re just repeatiung what has already been said and it takes time away from things that don’t already have answers.

We’ve been asking for years to remove irrelevant kingdom helper offers (ingots and event keys) which are really annoying.
The bug is being offered event keys when they do absolutely nothing to raise the level of the kingdom. It’s very frustrating that after 4 years of us telling you this is bugged. Reports of it being bugged are still dismissed depending on which developer views the posting. Advising how the mechanic should work (which is asked for in bug reports) is NOT a feature request.
In other words that you seem to enjoy more @Kafka.
This situation would be like the following.
A random street vendor (game) approaches you (player) and states:
“I see it’s raining outside, would you like to buy some tan lotion to help keep you dry?”(Bug).
You reply:
“No thank you, I would like to buy an umbrella to help keep me dry instead since the sun tan lotion wouldn’t fix my problem at all.” (Feature request)
How is it a bug that, because there are no offers it can give you that would help you, it falls back to something else, yes it may be poor design, but it is not a bug
It’s because there are other offers that would help if they were offered. Instead, the game says “hey, I see you need to upgrade your kingdom, so let’s forget about all the other useful things I could offer you, wanna buy an overpriced event key that won’t help you in any way at all?”. Once players have reached that point, they are stuck in an endless loop that offers them overpriced event keys over and over again, making their offer shop in general borderline useless.
It’s not falling back to something else, it’s offering the event key specifically to “help” with your kingdom level. It’s a targeted offer and entirely useless. Absolutely a bug.
Either a new offer that’s helpful, like deeds (preferably not at thrice the price offered by the merchant), or just something generic but useful like a verse.
Anything else that the game knows the player still needs. Pets, troops, warcoins, whatever. Possibly even deeds to actually progress kingdom upgrades. Instead, it gets fixated on this overpriced event key offer as soon as any of your kingdoms has the upgrade task open (and unable to complete), blocking out everything else most of the time.

I have no horse in this race, but let’s not forget the facts since this topic is still mostly ignored and, when finally pseudo-addressed, it’s being dismissed as a ‘feature request’.
Kafka, we’ve gone through this a zillion times already, and apparently we always end up back at square one. The issue is that if you have a SINGLE kingdom with the (uncompletable) upgrade task open, the game will prioritize the overpriced event key offer, essentially using up your daily offer slot for something that won’t ever make it decide otherwise. We aren’t even asking for Book of Deeds (although those would be neat), we just want the game to ignore the kingdom upgrade task when calculating offers, so we get to see something other than overpriced event keys we don’t need.
Edit: Here’s an idea, change the cost of the Kingdom Helper from 25 gems to 1 gem. I’m confident that it would then somehow show up much less often pretty fast.
I didn’t have time this morning to unearth this data before I had to get the job that pays me compared to being an unofficial beta tester that’s done as a volunteer. I appreciate you taking the time to unearth the inconsistency about these offers for myself and others.
