N/A no other shiny troops with upgrades available.
What you were expecting to happen, and what actually happened:
When opening the troop overview page within the troop menu, with a level one (or higher?) shiny troop with an upgrade available (the new upgrade (all) button enabled,) selecting the shiny information (A button) will cause the shiny information box to pop up, overlayed by the update (all) confirmation box.
How often does this happen? When did it begin happening?
As I previously didn’t have any have any troops which met both conditions, likely as far back as the last release. Personally, I only observed it today with the just released Slughoarder.

Selecting the shiny information drilldown on any level one (or higher?) shiny troop overview page, with upgrades available.
