What you were expecting to happen, and what actually happened:
There are many troops with spells like ‘to the first and last enemy’. When there are only 1 enemy left, for the most of those (Crab man, Sandrunner, Sister Ebony) the enemy receives both hits. Meanwhile Shoggorath only deals damage once to them. Same bug happens to Pandaska Guard.

How often does this happen? When did it begin happening?

Steps to make it happen again
Just test Shoggorath vs 1 troop remaining and compare with other ‘first and last’ spells.

Sandrunner is working correctly FYI. [edit] Actually several Troops are, you’ll need to be more specific about citing specific ones (and record video footage when possible) but the comparison that “some troops do X while others do Y” is still a valid report.

Crab Man

  • “Deal # damage to the first and last enemies. Then Bleed them.”
  • vs. single target: Deals 1 hit of damage and 1 stack of Bleed.

Giant Crab

  • “Deal # damage to the first enemy and then the last Enemy. Then switch them.”
  • vs. single target: Deals two hits of damage.

Knight Coronet

  • “Remove all Purple Gems. Deal # damage to the first enemy, boosted by Gems removed. Then deal the same to the last enemy.”
  • vs. single target: Deals two hits of damage.

Matron Dragatoni

  • “Create 6 Blue Gems, boosted by Frozen enemies. Then deal # damage to the first and last enemies, boosted by Blue Gems.”
  • vs. single target: Deals 1 hit of damage.

Pandaska Guard

  • “Explode 2 Gems. Deal # damage to the first and last enemies.”

Sandrunner

  • vs. single target: Deals two hits of damage, the latter hit being twice as strong (per spell description).

Shoggorath

  • “Silence and deal # true damage to the first and last Enemies. Explode 5 Gems of the most used Ally Mana color.”
  • vs. single target: Deals one hit of damage.

Sister Ebony

  • “Deal # damage to the first and last Enemies. If either Enemy uses Blue Mana, deal double damage. If either Enemy uses Purple Mana, Barrier myself.”
  • vs. single target: Deals 1 hit of damage.

There may be a pattern here: the descriptions for Giant Crab and Knight Coronet specifically include “then” between “first” and “last” implying it is intended to be two separate strikes on single targets (which can hit the same target twice), in contrast to one strike against two targets (which cannot).
