All guilds have the same Guild Wars ranking from within each bracket. The bracket my guild is in is 107 (Ranks 1,061-1,070) and all 10 guilds in the bracket have the ranking of 1,061.
How often does this happen? When did it begin happening?

This isn’t a bug. No battles have been fought yet so you are all tied for the top spot in the bracket, hence ranking 1061.
The ranking shown here is the new or provisional ranking from battles this week, not the ranking that caused you to be placed in the bracket. You can see that by clicking on the guild names.
