What you were expecting to happen, and what actually happened:
Text says remove purple, 20 damage to strongest 2 enemies boosted by gems removed with a 4:1 ratio
What happens is that only 20 damage is done no matter how many gems are removed (could be 0 to 16) and there is no boosted damaged
How often does this happen? When did it begin happening?

Looked into this. First thing I noticed was that Baat Jaam Dao suspiciously displays a count for yellow gems on the board before your cast as well as purple.
After some testing, it appears to remove all purple as the spell states, but uses yellow for the boost ratio.
The actual spell effect would be something akin to:
“Remove Purple Gems. Deal [Magic + 1] damage to the 2 strongest Enemies, boosted by Yellow Gems. If either enemy is a Daemon, deal double damage.” (4:1)
So either the description is incorrect, or the spell is incorrect. No other spell that removes gems has a boost ratio based on a different gem type, but who knows what was actually intended. It has probably always been like this.
