It’s good to have positive, definitive confirmation, but this leaves out any acknowledgement that he was not in the aforementioned chests for a period where it was advertised he would be, or that there was any kind of mistake or delay

Other, regularly released troops that enter the same chests “in 3-4 weeks’ time” don’t get special mentions when they enter the drop pool, but they usually make it in, and it’s still expected they’ll be there.
I guess on the flipside, the other Nexus troops from the Kingdom Pass (Waterborn Priestess, etc.) were added possibly earlier than the advertised 2-3 months after event end (maybe it was realised that that was a bit ridiculous), but even so there was no communication around why that happened, either.
