Always. The rotation is not constant anymore. Probably haven’t changed for over six months now.

Read the bug report.
Act on it.
Follow the instructions and observe the issue in the game.
The rotation should become constant, and this week is the week of the Goblins.
That would be nice, but there’s little hope of it happening.
Theres nothing preventing you from spending money in the game, and nothing kicks you out (both thing known in the terms of the devs as “breaking the game”), so this issue isn’t a bug.
The best case scenario response you’ll get is “Not a bug, but we’ll consider your request.” And it will die with that response.

FWIW, there never has been a warband “rotation.” Initially five warbands were released. Twice since then two new warbands were released, replacing two older warbands. They have never rotated back. The kingdom/race of the week has never been a factor.
A more accurate request would be to have the warbands start rotating at a regular interval.
And such a request would still either fall on deaf ears or be ignored outright. Same end result: no response or action.
This isnt a bug. There isnt anything saying that warbands rotate at regular intervals and they never have.
This is a feature request.
