What you were expecting to happen, and what actually happened:
It should say that I have 69/69 banners – I have all kingdoms, factions, and warbands unlocked. Instead it says that I have 5 banners. Incidentally I have 5 warbands. A guildmate who has 2 warbands says that they have 2/69 banners.
Fortunately, this appears to be only a visual bug, since all banners are showing on the banner selection screen.
How often does this happen? When did it begin happening?
After the update to 5.6, every time I look at the Collection screen.

Enter the Troops collection screen.
