He is not devouring the target, is this a bug?
Some possible issues could be the target has barrier, is blessed or is immune to be devoured, like Zuul. 
Not of those apply really i keep casting it on cthyryzyx…with no blessed or barrier.
Nevermind, i feel dumb now…it was blessed…i keep forgetting that the wand of stars isn’t JUST a mana generator.

I wouldn’t feel too bad, Black Beast dispels before devouring an ally, which makes sense, and it’s never been explained why Vash doesn’t do the same thing
It was brought up immediately after release and I think some bug reports were filed also that went nowhere
