What you were expecting to happen, and what actually happened:
We read about the issue, that the 1000 bonus VP from each weeks level 20 PvP goals aren’t awarded to the total of the seasonal goals (which is this separate bug report)
But since it is week 8 of this current season, it should only be 8k less of the ‘shop total’ shown in the screenshot above, not 15k less as it is.
How often does this happen? When did it begin happening?
Not sure, as I’m talking about my brothers account and he just noticed today in the current season.

As I’ve said in the OP, he should have 133k seasonal VP (compared to the shop VP) due to the other bug linked above.
He has more VP than he should have, yes, due to a player beneficial bug in PvP goals. Just like the bonus for goal 20 doesn’t count to season pass goals, the “bugged” extra 1000 doesn’t either, but does for everything else.
The extra 1000 helps complete weekly PvP goals a little faster, I’d prefer it didn’t get fixed.
TLDR: If they fix this discrepancy, it won’t add to season pass goals, it’ll take away from PvP goals.
