Not liking the Power Level… Why putting 3 mandatory tasks?
And no way to know what I need for the next level aside coming on this forum?
You could have taken the same kind of table than the one for the seals, with every different features giving a different value of points. And then keep the threshold system. Put a nice level bar which goes to level 0 to level 20.
Players are going to complain that this kingdom doesn’t have a Hero class/pets/weapons so it’s blocked to level X…

I think that system is quite hard for new players to understand @turintuor. This way everything is easily laid out.
Give it time and I’m sure the community will come up with a guide for leveling kingdoms
