What platform are you playing on?
It happens to me on Android while playing at 4x speed. At any other speed, it doesn’t happen.

I am on Android! I’ll give your 2x speed a test.
EDIT: Just confirmed that 2x speed fixes both offensive Elspeths as well as Defensive Elspeths. Very interesting.
