When I spend ingots to upgrade my weapon, nothing seems to happen, my hero’s stats are unchanged
they activate when you enter a battle, and don’t work in Arena

From what I remember, the different stats should show up when you click on a weapon and/or place that weapon on a team, as opposed to activating at the start of a battle like traits would. If so, compare the stats when you put an upgraded and non-upgraded weapon on a team. Could be wrong

If that doesn’t help, where are you viewing your Hero’s stats, @Aldopepper?
