Underworld - Delve battle - No move, but no board shuffle

What you were expecting to happen, and what actually happened
In Underworld, All-Seeing Eye, Delve, Battle I, (I think it was for Level 40 difficulty the battle started, but there were no possible moves. Usually, the board would reshuffle, but in this instance, it did not. There were also no Puzzle Hints (because there were no moves). I had to retreat prematurely, causing my delve attempt to end for the day.

How often does this happen? When did it begin happening?
I’ve been playing this game for a while, and love the new Underworld feature. So far, I’ve done 4 successful delve attempts, with no issues. This has only happened once so far, but I had no more delve attempts for the day, so not sure if this will happen again.

Steps to make it happen again
I’m not sure why it happened. Previous delves were successful.

I think someone reported this before. The reason the board doesnt shuffle is probably because of the omen trait
