Short 1 event pet?

I may have missed it at some point, but is there a reason we still can only get 15 of the event pets? I remember they used to send one in the mail, but do they still do that? What is the original reasoning behind being able to only earn 1 short of a mythic pet?

You get the last needed copy of a pet there. (It’s been like this for a while now.)
