How often does this happen? When did it begin happening?
Looks like this is a trend lately and emoji packs from the last couple of events are bugged.
All emoji graphics are present on PC-Steam
I’m seeing this too; the same issue was reported 20 days ago and was not acknowledged: New emojis not showing on Android

This seems to have been fixed – for me at least – by the asset download that was pushed on Sunday evening.
