I thought the bonus wasn’t even applying at first, but it seems to be?

Each time during this event. I haven’t tried on regular delve. Seems a visual bug only however.

That’s a really good catch, good eye.
Looks like Chrys’ stats went down comparing first to second battle, so perhaps the boost truly applies to the first battle only?
Friendly suggestion: you may want to either confirm this with regular delves too, or rename the post to say “in Faction Assault” for clarity.

So Astral Spire doesn’t now show up for PVP battles now this. Ugh. The developers need to fix this.
Confirming the same happens in regular delves.
I think it’s a visual bug.
