It’s fixed. Now you can use as many crystals as you want, without limited by population. Pop limit only prevents actual level up.

That’s the amount you got out of the power/upgrade level conversion, based on the table that @AMT posted. There isn’t anything to fix, it’s exactly what you were supposed to receive, it will stay at that number until you earn further kingdom xp for Mydnight.
