Just got word from the dev team, this issue happens when an Orb is used to ascend a troop previously, and the data doesn’t update the total cards required for ascending that troop to the next rarity.
So, it shows that you have enough troop copies, but you don’t.
It would require a client update (version number change) to release a fix for this.
