What you were expecting to happen, and what actually happened:
I was playing Arena. Opponent had three troops alive. I cast Pyrohydra, killing the first troop. None of the troops acquired the “burning” status effect.

Pyrohydra’s spell effect says “Deal __ scatter damage boosted by burning enemies. Burn 1-3 random enemies”, so either it chose zero or it chose from among the dead enemies.

How often does this happen? When did it begin happening?

I don’t know about, just saw it for the first time.

Steps to make it happen again

Cast Pyrohydra, perhaps killing one opponent in the process, and then get unlucky.

Note, if it sets the enemies burning first, then Pyrohydra would also be getting the damage boost from them, but it doesn’t.

Edit: I know this screen shot doesn’t fully prove that they didn’t acquire the burning SE and then recover right away, but if they did there was never a graphic or indication of it.

Not sure I would have to test but my first guess would be it does the burning effect and dmg at the same time and it killed the 1 enemy it burned.
