Ok why is there no Naga PvP pet.

Is this a mistake, as most troop types have a PvP pet.

Wargare don’t have one either. Top Draug is only active in a region which doesn’t allow Wargare to be used.
Dragons may as well not have one. Silver Dragoon’s bonus will only be applicable on weeks where Winter’s Reach has a Glacial Peaks restriction and you use a team with Dragonguard Hero, Borealis and Sapphirax. No other scenario exists where 3+ dragons can be used in Winter’s Reach.
IMO, region restrictions should be dropped. A PvP restriction, combined with the innate restriction required to enable the bonus is enough. Adding the region restriction on top makes a lot of the pets laughably useless. EDIT: To clarify, I mean the region restriction on the pet should be dropped, not the restrictions that apply within the regions themselves.
