The screenshot is from about a week ago, before we reduced Necromancy to 25%.

The main point of the screenshot was to show the resource counters, more than the numbers on them.

I have no idea how you could not understand what was said. The cap is not raised without Necromancy, and each Necromancy raises it. It looks pretty clear to me.
