Not sure if a glitch or intentional

When trying to power up my kingdoms to 7 stars, it seems on the last 50-ish star exp that levelling up troops only gives 2 exp each. It seems to be intentional, but I don’t remember reading anything about it in the update.

Just really annoying trying to get over that last hump, will it be like this from now on, or is it because 8-10 stars aren’t ready yet?

It was not in the update notes, because it’s not new to the update. It’s been like that for months.
