it’s not incorrect as much as it is redundant, since scatter damage targets all enemies. Spooky imp also has the redundant wording.

This is not a bug, the description is meant to say true scatter damage.
Scatter damage is scatter damage
Damage to all enemies is damage to all enemies

This is the only spelltext that says “scatter damage to all enemies” (emphasis added), when scatter damage BY DEFINITION targets all enemies. Literally every other spelltext with scatter damage just says “scatter damage” because the “all enemies” part is implied.
There’s nothing functionally wrong with either the spell or its description, it’s just redundantly phrased, in a way that no other spelltext is.

I this is not working bug, it’s crooked description
There are probably dozens of troops with slightly inconsistent/irrelevant/badly worded spell text these days.
Imps came out in 2016, this was not the original text, and it’s just been edited awkwardly over time. “scatter damage” wasn’t in the vocabulary 8 years ago. Spooky Imp has this same description, for the same reason
I give credit that they have made an effort to modernize these old descriptions to match current conventions, to avoid the other side of the coin complaint of “why doesn’t this just say scatter damage?”
is it perfect, no, but it seems like everyone posting here understands what this spell does, so seems like its communicating effectively enough?
Except for Spooky Imp. That also has the redundant wording.
