that’s weird. Isn’t it missing or is something else planned? 
That rather looks an issue at the Gemologica website, they probably haven’t maintained Court Scepter as belonging to a faction yet.

Is official bug report section really the right place for raising issues with unofficial third party fan-made tool?
There is freely available information on Gemologica for contacting Gemologica’s creator - that looks like an avenue that should be explored (or, at the very least, this thread belongs to Community Content section).
