It’s always 14 armor? no mistakes there?
Seems overpowered to me. Especially when your delve level is above 250. 
It ties into their Gem Creation (+5 purple +7 boost), so yes.
Compare Bone Dragon (not the boss version) and basically every troop with a “Drain up to 12 Mana"… type spell.
