Looks like a factory defect to me. =)
@Archenassa received hers as well (though there was no mail or notification, it just appeared in her collection, as others have experienced).
I’m glad level 1,000 have the weapon now. Hopefully this will give more exposure to the major bug currently making it unplayable.
