What you were expecting to happen, and what actually happened:
I was expecting to be able to play Legends Reborn at any time during the week. Instead, the Play button has disappeared. Some people are saying it disappeared when the weekend started, but I suspect it was likely at Friday reset.
How often does this happen? When did it begin happening?
Apparently the same thing happened in February. Did no-one think to fix it?
What should be done by the developers?
Please fix the problem, then extend the event into next week. Or give everyone 31 copies of the donkey pet (not that that’s any kind of real solution). And please fix this for good before the next Legends Reborn event.

While I’m here, someone yet again forgot to proof read the story. Actually, all of the story rewrites seem to contain far less humour than the original storylines. That’s a real shame. I discovered these errors on my alt account, which hadn’t yet played the Divinion Fields story quest at all. That account can’t access the Legends Reborn version, either.
Anyway, here’s screenshots of all the errors I found, in order (you can pay me with a copy of Goblin Crusher):

This isn’t a bug. In the “new” Legends Reborn” events, there are no longer multiple levels of difficulty. You only play through the story once, and then you’re done with it. The tiers unlock based on defeating specific enemies (in this case Yellow ones) in anything you do in-game, it doesn’t have to be in the Kingdom story. Your screenshot makes it clear you unlocked all Tiers. There’s nothing more to do. The help text does need to be updated, it continues to describe the “old” event with the difficulty levels being unlocked.

Except that mine is doing the exact same thing, and I haven’t unlocked all of the rewards. So it IS a bug.

I haven’t played the story once and the button is gone. Don’t have a single copy of the Donkey pet since I didn’t get to play the before the weekend.
It’s a bug.
Please don’t assume something like this because devs will read it and might presume you’re right.
